Although the AdSense TOS only specifies popups (and not popunders) as being against the rules, this is cutting it a bit fine. So popunder traffic is generally not 100% AdSense safe, but I have been selling traffic for the past 6 years with no complaints so far.
However, the PPC and interstitial methods of traffic delivery are 100% AdSense safe.

Yup, can do. Like I said, you get access to an Admin Panel where you can set your hourly caps (max traffic per hour). You can change this any number of times during the day throughout the duration of your campaign.

Price is the same for with or without category.

Only the US+No category is cheaper because it comes from a different source and is spread over 30 days. I have about 8K left from this same source for global+No category. I can sell this for $12.

@biggun: The lowest is 1/hr, and the max is 9999/hr (provided we have that much traffic for that given hour from your target specifications). Just make sure your site has enough bandwidth allocated though! The last thing you'd want to see is a 'Bandwidth Limit Exceeded' error!

Please note however, that you cannot regulate the speed in the US+No Category and BULK traffic packages. You can control the speed in all other packages.
