    i want to run a CMS with user submitted content.
    It should have provision for 'submit a story' feature with admin moderation.

    Do you actually require a ddl site or an article/story related site?
    Custom coded scripts can be made which would let users signup, submit stories/articles in categories and let you have a backend where you can modify or manage the articles or approve it.
