Yesterday I registered one account, verify via email and submitted one URL from my site to to Digg, today I logged in again an try submitted again and get message:

I don't receive any email about any problem for WHY they removed my account. I emailed them to ask and don't get reply too.

I think that some websites consider some areas around the world to be more of a problem. A website like dig might think one area around the world tries to spam their site more then another area. I know for sure some cpa companies don't allow people with ip address in china and other areas to join just because they consider the entire area a threat to their business.
