I'm interested if there is an API for automated tweeting. I know there is an auto-tweet bots in a form of software. BUT... I want to find something as PHP API for reminding followers when I write new post in my blog.

If you are using a wordpress blog there a lot of plugins that will automatically do this for you. I'm sure you can find plugins for other blogging software.

Or you can use that site, euh, http://twitterfeed.com/, register there, add your RSS link in your profile, choose the time between each tweet (for example 10 tweets every 30 min) and voilà :)
It will auto-twit to your twitter acc ;)

Do people actually follow these auto tweet accounts? I'm new to twitter and as soon as I realize the person I'm following is auto-tweeting, I un-follow them.

I really hate auto-tweets. There, I said it. I get the reasoning behind it, and I know it works for some. I won’t argue that point. I just don’t choose to do it. twitter is still very personal to me and that’s what I enjoy about it. Frankly, that’s what I think attracts followers…at least one of the things that attracts followers. I am not interested in robots, unless they are going to auto clean my house.

I think if it's structured properly and mixed with some less formal, not automatic tweets, it is fine! It's just broadcasting news to your followers.

Yep another twitterfeed user here, will allow for any RSS feed and it's free! Can't really argue with that :)
