    What you are looking for, to escrow money for your coder to then build your website, you need vworker.com.
    You post your project, all in detail, coders make bids to do the coding for you, you select one you like and deposit money. The coder then create your website and upon agreement the money is released. Should any miscommunication arise, the site staff will come in and mediate between the two of you.
