Google not allow to buy traffic for adsense. So there is no 100% safe adsense safe traffic.

But if google don't know you buy traffic, then it's safe.

Where does it say you can't buy traffic for your website and have them on your site with a chance to click your ads your not paying people to click ads everyone's buying traffic with any form of advertising this is just direct advertising. That's like saying you can't put out back links for Google traffic... LOL

 

Maybe it doesn't say so officialy, but it's better to be safe than sorry with Adsense - they are the only game in town at the moment
