Good for those living in rural areas where there is shortage of electricity.

I mean they won't have to worry about charging this phone. :D Or it could be used during emergency too when you are stuck somewhere for several days.

Dumbest idea ever. Will cost you about $4,000 in batteries (even if bought at a discount) to run your phone over the claimed time frame. In addition, disposing of thousands of one-time use batteries is terrible for the environment.

Or for $10, you can charge your cell phone when you don't have power. http://www.amazon.com/Daylight-CC-05-Solar-Phone-Charger/dp/B0018MHE1M

Where exactly do we have the phone for sale?
The max I saw so far was a 30 day backup, made by Philips (Xenium Series)

Battery backup for 15 years? Do you mean people don't have to recharge the battery in 15 years?
Ghoss!!! Where did you get the news? Or it's just an idea of yours?

Given that "planned obsolescence" is hugely important to manufacturers (iphone 4s anyone?) its unlikely that there are many consumer goods where the product is designed to last more than 5 years.
