    Buy a tech book from Amazon and learn how to build what you're trying to get. I suggest buying a PHP, MYSQL and Apache book possibly PHP and MySQL 24-Hour Trainer you can buy a used version and you'll be on your way.

    Well, I see he has put a decimal (.) after 15; i.e.; 15.000$ . It's either by mistake or well, the budget is 15$. With 15$ I suggest you to buy some books as Archaxis said, and utilize them for some time. After that, be innovative and create something viral. Now that main part goes on you. PHP is the best for a kickstart!

    Thanks for the clarification,

    I think you should get an iPhone app built. Get a game developed along the lines of Angry Birds etc. You would make money from selling in game ads and selling the premium version.
