This is really tough question...according to me both will become best if there are a true true love belongs.

The main thing is SUPPORT .... if a partner, may be best friend or wife, will support you all time even at bad time in your life, I think she is best for anybody. Moreover wife will become a best friend, but a best friend may not become a good wife.
