if it is a VPS, then you can connect using software such as winscp.
Winscp is NOT a control panel. it is software that runs on your home computer, and it is very very easy to connect to any or all of your servers, and it has zip / unzip function, as well, you can access command prompt and run normal command prompt queries. Uploading and downloading files is a piece of cake.
I know it is not ideal, but using this, you then might be able to use the other free control panel alternatives that dont have the upload / download functions.
    Hope it helps.

Depends, webmin are just a bunch of linux commands working with/on a click and it is great for administering a VPS. On the other side, if you need more "real hosting control panel" (as creating email addresses, resellers, users, hosting packages etc...) you have Virtualmin which is also based on Webmin, but adds a completely different theme, and adds all of the functionality most hosts are looking for.

I use webuzo and I am so pleased with it. There is a free version and also a paid one which costs only 3$ a month but you dont need it to be honest. The free version works just great.

This! We have a lot of clients who use the free version of Webuzo, and all are very happy. Makes it really easy to set up LAMP, etc.

Another vote for Virtualmin/Webmin! Been using them for quite some time and find them both very powerful and easy to use.

If you are willing to shell out a few bucks a month (which you should)... I would consider either SolusVM or Virtualizor. The $5-15 a month will save you thousands in frustration and wasted time.

SolusVM is for selling VPSs, not for managing your own. Doesn't have a file manager, zip/unzip capabilities, etc., like the OP is seeking.

Gotcha. I thought OP wanted a panel for controlling VPS from the Dom0. Otherwise, from within the VPS there is always (in order of my preference) cPanel, Plesk, Webmin, Kloxo

The best free control panel is ISP, as far as I know Fastnext offers VPS servers with ISP panel for free.
