Is this person just typing say "Cat - link insert here" and that's it? If so is it related at all to the topic? If not then that is spamming and a dumb way to back link. Backlinking is where you post your website on an article of relative topic to your site. You don't do it in a spammy way but as in a helpful and contributing way to inform users of the website that may be of help to them. This is just spamming and is no way a good way to backlink.

I'd check that he hasn't sold his account
Whoever is using it obviously thinks those kind of links work, we still get people here trying that method. They are always spammers and it's even funnier when they don't have the right to post links and all you see are the spammy keywords.
Take action - either message the user or give some kind of penalty
and don't forget to clean up his post history.

The member in your forum is just earning lots of post and then when established he is going to include lots of anchor text that represents his target keyword. This guy believes that he benefits from your forum site by including many keyword phrases through signature links and anchor text.

    It depends.
Are you sure the link isn't in his signature?
If he's doing this only recently, his account may have been hacked into/sold to someone else.

Yes, this is by definition a backlink, but do note that backlinks may not always work well for the website it links to.

Yes He is creating back Link. But since he is very old user of your forum , You may consider his back link until the back link wnt harm you.

If it is spammy then it might not be the same guy who had the initial posts, but then it's always about give and take. If you need good posts and this dude delivers, then cut him some slacks by letting him have the anchor links. If it looks like spam and not real posts anymore then notify him/her.
Also did you just ask if this works? That means you might want to do this yourself, hence you are alright by YOU doing it and not him/her? just a thought though.
