We had an agreement of me paying him 50 eur in advance and then he will start working on application but as soon As i payed to him he was saying he want 30 more and that he will not start project unless i pay him which i refused and soon after we stopped conversation. These are parts of conversation and him saying he don't want to start and soon he blocked me.

I know all of these details cause he wanted me to pay to him via Western Union so he gave me all his data. I had some problems with card and after that we tried with bitcoins and couldn't do it also but after few days I payed to him with SKRILL

I doubt that any of the information you posted is real, chances are the user is fake along with the rest of the info he/she provided to you. This is a common scam, and this is why you should never send anyone money via money transfer unless you know them personally.
