    From a customer's point of view I could see it being useful. But from a merchant's point of view there is a risk that a dishonest customer opens a dispute and then get the product without paying for it. What do you think about this?

    Yes it's basically mandatory to do any sort of business online. I listed a desktop computer for sale on eBay and accepting PayPal was actually a requirement.

    I don't know how it works when it comes to personal accounts, I have a business account, but I assume it's very similar. If you have any checking or bank account added to your paypal account you can withdraw money from it to your paypal account (and vise versa). If you do not, then you're out of luck.
