I want a newsletter for the following thing
I want people of specific cities to signing in where they can write their name and email(obviously) and also an option wherein they can select the city so i can send different newsletters to the different cateogary of people
Guys which will be the simplest newsletter option in this case...i dont really want a stable one :)

Do you have a CMS already? If so then I'd look for a plugin that allows newsletter creation

Otherwise, check out PHPlist, or ConstantContact

Sure: PHPlist is free, but clunky

ConstantContact is paid, but cheap and reliable

you have to pick what works for you!

There is one other option that you can try..
Joomla + Acajoom (Newsletter extension, free).

    Yes, it is.
I've been using it for about 3 months without issue.
Have tried YaNC in the past and Acajoom just seems a better option.

And how does it compare to PHPlist? Have you had any deliverability issues?

Haven't used PHPList so I can't really compare the two.
As for deliverability, no issues so far. Well, I did face a problem once but it was related to the host dropping the outgoing emails after a limit was reached. Acajoom was unable to handle that problem properly and was giving a non-intuitive error.

What tracking/reporting options does it provide? Are there any visual reports, like graphs?

No graphic reports, have not checked with their paid package though.
There are simple stats available however.
