    i want to put navigation bar to my site, i imagined the position of the navigation bar as follows, tell me whether am i violating the tos, becoz my default ad place is just below the menu bar

    I do not think you would be in violation. There is a clear separation between the navigation and the ads, and I doubt that the ads and the images (the buttons) will be related. I say you are good to go.

    If it was me, I wouldn't think it necessary to ask Google - the placement is compliant with the TOS.
