    The page source to me looks like it was all customized with HTML tables. I haven't seen any CMS that builds a page like this.

    i think it's using a custom cms but i believe you can make a better site with joomla. if you want to use joomla, you must install one forum component and one gallery component

    For this kind of site, I would try out Wordpress. I am pretty confident that you can find a 3-column theme that you would like at themes.wordpress.com and you can customize the sidebars to include the ads that you want and install a plugin for voting. However, beware of any extension in any CMS that updates the database (as a voting plugin will). If it is poorly designed and coded, it can offer a security hole that some nasty visitor will exploit and possibly delete your database.

    yeah... i agree with the above...

    you're better off with using wordpress for a site this simple... joomla and other CMS systems can do the same but it will take you longer to set them up to wok and look like this...
