From personal experience, probably London, but not Birmingham.

Vancouver, BC in Canada is the one that actually won it for the 5th year in a row according to the Economist Intelligence Unit (EIU). As a Canadian, I've lived there twice already and have to say the vanity of the city is unparalleled. The economy is the only reason why I left, as there were waayy more career opportunities in Canada's largest city Toronto (tdot).

Vancouver is also hosting the 2010 Winter Olympics, so I'm sure you'll be hearing a lot more about this paradise to come.

It's the east coast for now for me, but when I retire, it will be Vancouver.
