Eeeh, these 15 year old scammers.
When I was 15 I used to have respect for my elders.
But seriously, these payment exchanges are always very risky - only to be entered into with the most trusted members. The very high exchange rate should have served as a warning.

 

I really never used PP, it was not avail in country I live.

You have his personal information, why not just call his parents?

 

ouch that would hurt but indeed, it would be a good idea. Or just send the info to the police. You have evidence enough.

 

I wouldn't call about wanting the money back, I would call to let his parents know what there kid is up to. May start off with stealing money online, and end up doing armed robberies.

 

Like I said good idea. But calling the cops might help to. or just stalk the kid lol.

Does anyone has experiences... how should I reply to PayPal (Resolution Center)?

 

Btw, you can report him to the domain registar if his information is incorrect, right?

Can try that, cause his name, street and zip code is not correct. And his phone number is some elementary school. (probably where he should be)

 

What is exactly the problem ? chargeback or dirty funds ?

Call his parents. Show them what a little ****** their kid is. Screw him up! He deserves it

 

I've reported him to: http://www.ic3.gov and thinking of next step...

That doesn't prove a thing. It just shows you sent $30. Give the dude back his money and move on.
