    I don't know if you could consider that snowfall to be directing attention to the ads as it falls on the entire page evenly.

    I agree. Technically G could be picky and give you a problem. But any reasonable person would look at that page and think your intent was anything but trying to entice clicks.

    I doubt they would do anything about it.. plus I don't see how it would put any specific attention on just the ads since the snow is spread throughout the page. I think that would only apply if you had snow just around the google ads.
