    Let say that I want to make a website template for general business and personal.

    as long as it's strictly for web design & not print (Logo, flier, embroidery, etc..) then I would point out:

    Adobe Photoshop
    Adobe Fireworks
    Serif WebPlus
    Corel CorelDraw
    Corel PaintShop Pro

    all 5 of the above have a web ready slicing tool that will output your design in XHtml. "Serif WebPlus" will output your design in both XHtml & Css.

    For editing the code:

    Adobe dreamWeaver ---- Editor with code & design view
    kompozer ----- (Free opensource editor like dreamweaver with code & design view.)

    There are many other small softwares out their, I've just named the most popular. :)

    Photoshop is definitely the choice.

    However for freeware, I doubt there's any that's powerful enough. =) If you are well coding oriented and have seen a great lot of websites, you might also be able to code a general busienss template from scratch that's not bad.

    I just checked it & you're right, they now only have the free limited version & the paid version :( so i removed it from the list :)
