Is there a CMS that can make a website like this:

    http://www.souljaboytellem.com

The website has a photo in the header, and then buttons, tabs etc.

You could accomplish the same things with Drupal. We have built a lot of the same features with Drupal for www.Greenopolis.com.

Regardless of what you use, however, it wouldn't be a small project.

    Wordpress is a CMS to.

We have found that it is standards-compliant, fast, light personal publishing platform, with easily learned features, and an extremely customizable core.
WordPress roots and development go back to 2001, but officially started in 2003 with a single bit of code and very few users. But, since then it has grown to be the largest self-hosted blogging/CMS tool in the world, used on hundreds of thousands of sites and seen by tens of millions of people every day.

Although WordPress was created to be used as simple blog template software, we have learned how to take something simple, and create something simply beautiful with it. CommonPlaces views WordPress as a mature and stable product, and we believe that by focusing on web standards, unparalleled design and user experience we can create a stunning professional website, while making sure site owners are able to change content easily.

I find a good blend of sophistication and speed to be MODx.

I'm not convinced of WordPress. It's OK as a dumboCMS -big buttons and very easy to use. It's not got the power of a real CMS though, and the WYSIWYG editor creates hell because it strips out pretty much everything except text and graphics.

Try MODx, you won't regret it :)
