Eh? If you're referring to the TITLE element (which while being meta data, is not a meta tag), then the page title should come first, followed by the section title (if appropriate) then the site title. If you're talking about the META keywords tag, it carries practically no weight as far as the search engines are concerned.

No, it's not. First off, your title is far too long; whatever strength or weight the keywords in the title had are most likely "gone" since they've likely been diluted to the point of being useless. Your META keywords tag is invalid (due to the less than bracket), not to mention spammy, since you're repeating the same keywords over and over and over again. The META description isn't unique to the page, instead it sounds like an SEO fraud wrote it just to make themselves look good.

The robots META tags can go as well. What they're doing is actually the DEFAULT behavior for search engines, so why waste the code on telling them what they're doing anyway?

And the author META tag isn't being used properly either.
