Alternative to paypal

    I have a site where users win money by publishing ads on their personal site's advertising spots.
    From time to time they need to withdraw money from the site's global balance.
    Paypal seems quite the wrong choice to manage such type of site:

    - Fees for clients to deposit money
    - Fees to send (withdraw) money to clients
    - Send money page only covers purchases and personal payments (the withdrawal operation to clients is not a purchase, yet not a personal payment either?).

    Are there any more suitable services for this?

    No matter who you go with, it's gonna cost something... Payment processors/enablement platforms have to charge something in order to be able to exist to provide those services - what country are you in? They're not allowed in the US - but *edit - from what* I hear Webmoney, Payeer, Perfectmoney etc are going to be your best bets for what you're trying to accomplish...that or bitcoin

    Who should be charged the fees: the users withdrawing or the company paying out? Someone has to pay the fees.

    Generally companies that have a system have a minimum withdraw amount because THEY are going to pay the transaction fees.
