What's wrong with things like Joomla and the OpenSEF extension? It gives .html extensions to the pages and so the search engines don't even realise that it's done in PHP.

Hehe... I'm on the e107 forums with a different username and I know what you mean: they seem to be adamant that SEO doesn't really matter. Zaphod and I have been working on some stuff offline to deal with SEF URLs in e107 but unfortunately, real life has interrupted us.

I don't know what else to say :) I don't know of any CMSs that will export your site to static HTML but if you were willing to move to another CMS for this feature, why not move to Joomla, instead? You'll get the benefits of the dynamic / PHP code as well as the benefits of SEF URLs.

Alternatively, hang in there and wait until it's made possible in e107. It's just a shame that the developers there are so pig headed sometimes, but anyway...

if you need a real html base cms, try typo3, but i think the mod_rewrite in Wordpress is the best solution for you.
