Any tutorials on how to get my adsense ads to look like those on DP?

Well, not exactly like it, but to be able to edit the look of them like they are here?

I've seen it on another site. Is this against google's TOS?

 

You can easily do that from the Adsense site. Click on Adsense For Content, scroll down, click on Manage color palettes... and design as many color templates as you need.

Then, create the adsense codes and randomly choose one from the lot to display using a php script or whatever method you wish to implement.

 

No, I'm talking about the different font sizes that are used on some ads.

I've seen it on some uploads site too, where the "Ads by goooogle" was above the ads themselves and the text for the ads was 3x the normal size.

 

i think you're actually referring to CPM ads. CPM ads has a centred alignment and text are bigger than normal. so it looks something like this:
