    If you have some money to spend, then definitely vBulletin
    otherwise phpbb (free)

    But you have to decide if that fits your needs.

    Drupal has some good forum integration modules. I know it has one for vbulletin, phpbb, smf and a few others. I'm actually using the phpbb one (http://drupal.org/project/phpbb) and I'm very happy with it.

    Drupal has a built-in forum module. You might need some extra modules to make it work the way you want...
