    1. Toptal - one of the most well-known and widely-used sites out there right now.
    2. Upwork (ODesk)- is the giant of the freelance industry and is the largest network by a long stretch.
    3. 99Designs - has over a million designers in its network
    4. FlexJobs - provides a list of jobs, currently just under 30,000 in number
    5. Guru - has 1.5 million freelancers on its platform
    6. Crowded - has over 11,000 freelancers and 400 platform partners
    7. Freelancer - has 17.5 million registered users
    8. PeoplePerHour - site for all skills related to web projects, including web developers, designers, and SEO experts and marketers
    9. Simply Hired - offering 6 million jobs in 974 occupations through 700 thousand unique employers in 24 different countries
    10. Behance - has a network of 5 million creatives

*My colleague have tried ODesk and Freelancer. So far no complain.

As a freelancer, just thought I'd chime in on this one -

Jeffr2014 is completely right. Freelancer and oDesk/Upwork are both terrible. High fees (both for clients and workers), bad UI, poor customer service, long delays between payments... the list could go on and on.

I limit my interaction with both sites as much as possible and only bid VERY selectively on certain projects which I know would be worth my while.

I'd go with Freelancer.com, I used it back in the day and Elance. But why work for others when you can start your own business and offer your services. I hate sharing a cut when I'm doing my work and the other party is doing nothing more or less.

You can try finding people to work for you on forums, that way you won't have to pay anything and can contact the freelancers right away. i have been a member on many forums and when i need some articles i use forums like blackhat world. There are many people there who can do a great job and because of their number the prices are very low. I have a rich experience with upwork but not as a contractor but as a freelancer so i can't tell you anything about that. I hope i helped.

From my experience, the best place is reddit. Upwork and Freelance make it convenient, sure, but that includes a "middle man" which could really up prices on the service altogether. Try the /r/forhire and /r/reviews and if you decide to take this route, make sure you check /r/testimonials for the person you're about to hire just so you know what to expect from them. Just a thought. :)

It depends what type of freelancers that you want to hire. Fiverr covers a lot of bases and is pretty non-specific in talent pool. You can get voiceovers, graphic design, writers, seo, and green screen videos done for you there. These projects can be done within days because it's short, quick projects.

For more specific and possibly more costly because the project is more intensive, there's guru and upwork.

If you need offline freelancers, there's thumbtack.com, which is like the yellow pages for offline help - gardening, plumbing, repairs, etc.

Now a time, it's really very hard to get a project on freelancer marketplace like upwork.com and freelancer.com . You can create a new site and start your own business. Please do what you like to do.

I do not post often, but this time I have to.
I'm amazed to see how many people do not read (or did not care to read) the Jefr's posts.
He literally states that "Elance has been acquired by Odesk(Upwork)". And that he is looking for some better freelancers-to-hire alternatives.
Still many people here recommend sites like: Elance, Odesk, Upwork...
    How does that help?

Personally I do not know of any new quality freelancer sites.
Toptal.com is supposed to provide highly qualified workers but the cost is too high..

Thank you inetsol, I am amazed too, that's why I stopped following this thread: too much junk posted here.

I recently received email from Upwork, they are raising their already high rates for freelancers (they now charge 20% for the first $500) and also introduce 2.5% project rate for clients. What can I say about these idiots: they acquired a great site (Elance) and destroyed it. Now they are about to destroy Upwork, almost all of my past contractors contacted me and told me that they are not going to work over Upwork anymore... The Upwork should really rename their business to "Terminator" :(

Upwork and Freelancer would be one of the top sites if you are looking to hire individual. However you might try different outsourcing company. Many have highly qualified and professional employees.

Fiverr is very good, I have used them many times - also peopleperhour. Make sure you check the reviews of the person you want to use as a freelancer, these are really useful.
