Best way to minimize file size for an image?

I have small (250x160) images done in photoshop. If I save with optimal settings as a jpeg in photoshop they are about 100kb... I need these down to around 10kb.

What is the best way to do that without losing too much image quality?
I've tried re-saving them with a preview program, but the colors "blur".

What program do you use? consider exporting them in photoshop etc? It's got a brilliant way of shrinking the size, however you've always got to be prepared for losing some quality my friend

Hey, I use photoshop CS4. I figured it out though. Previously I was saving just regularly. Once I went Save for web, then it shrunk the size by 90kb down to around 10kb.

that would do the trick. I use an old version of photoshop and for jpgs it lets you specify the quality. I find that 3/10 works just fine.
