    Perhaps you mean a multi-blog system, like WPMU? This is for multiple users.

    Do you use Joomla? Check out this new component. I use it; works great. Each blog offers a users his/her own RSS feed.

    If you are currently using Blogspot hosting, feedburner will convert your atom feed to an rss feed.

    Wordpress and most other blogging specific cms include rss feeds.
