Can someone explain this site?

The site I am talking abt is http://www.computerarticlesonline.com/ . PR4 .. Worthless site.. No content! A clear adsense violation.. Basically aims at confusing users new to the world of internet and make them click on links on the right..

he seems to have bought some links, hence the PR. doesn't mean the site is getting traffic too

I believe displaying adsense on sites that are still under construction is against TOS, is it not?

Not to say you are wrong but I read the adsense TOS two times and I can´t read anything about "under construction" websites.
It could be that the webmaster want to cheat google also... Im guessing

This looks like it came from one of those "instant site" packages, except that something's gone screwy with the content. Well, someone was asking for some templates to use for their site.... :)

I suppose you are right. The closest thing i can find is:

But the more I think about this if his/her site is still under construction it must be taking them forever to build based on the fact that he already has a PR 4. I would say the owner is more than likely "re-doing" the site and hasn't got around to finishing it yet. Tough to say that they fully intend the page to stay that way, but who know's.

I certainly put up sites before they're completely finished so I can see how the ads look and so on. But I don't announce the site anywhere. I tend to use test mode, too.

That site is clearly still being worked on. He should not have ads though if it is not functional.

Obviously the guy is still working on the site. There's no point in making a thread to beat him over the head. I've put up plenty of site with barely any content, but with Adsense ads, because I want to see how the ad looks in the format I've laid out. Of course the ads are either all generic are PSA, but that's not the important thing. And I've let the site sit, untouched (re: unfinished) for days, before coming back to work on it again. I'm never in a hurry because the site gets zero traffic and it's just me visiting to work on it.

I would caution those of you who are such quick draws when it comes to condemning other people. You don't really know anything about them; I don't even know how you stumbled across them. And some of you might go and report the guy, getting him into trouble.

There are plenty of thieves out there, but plenty of legit publishers as well. I don't know about this guy, but unless you are sure about his intentions, I'd slow your row, as it were.

I know it is against TOS because I was initially denied access for my sons karting site because the site appeared to be Under Construction. I had to write the support team to explain the vaious area of the site and as to why they were incomplete (i.e. no pic on home page, awaiting his driving suit and his season start to take a picture, no motor pic, motor has not shipped to me yet, ect...) I had to write a detailed email outlining all the areas of the site that appeared to be under construction and justify that the piece of the page was in fact not under construction. then the adsense team had to once again review my site based on my email to approve me for Adsense. Unless the designer took the content out after it was approved....chances are they are using their google id on the page because there is no way Google would ever approve that website.

Think the google TOS says "sites under construction" as in those weird signs people put on their site that say "Site Under Construction" and have a man with a traffic sign.
A site in progress of being built, such as this one, seems to be okay.
I have put up sites before any content, just to check out the template and the placement of everything.
As for the site being a pr4, maybe he bought it and is redoing the site?
Or it could have been something else, and now the webmaster wants it to be something else.
Just why beat up on some poor schmuck who is probably in bed right now, where I should be, and can not defend himself?

Look at it this way, he may have that site up and running good in no time at all and be making more in adsense than some of us here.
