    I was NOT trying to put him in trouble. I was surprised with the page rank with hardly any content. He has a backlink which is of PR2. The point of calling it against TOS is becoz of the fact that, adsense ads should not appear on "under construction pages". Though I have not heard of single person getting banned becoz of it, Its still a serious issue.

    As per my idea that website is under construction and if you will see that webmaster had made some categories and subcategories. As my per scripting knowledge, this is single page template script and webmaster is still testing it with "Text Text Text Text " contents.

    here i am also agree with the strong points given by "knowvak"
