    I am interested in starting a site that would review sites of a particular niche as well as post helpful articles in that genre.

    However I am unsure if it is best to go with a blog or a CMS. How do you know which is best to use?

    For your situation, Wordpress sounds best.

    It allows you to make dated posts, along with static pages

    Sounds like everyone is on the lookout for wordpress being one of the best CMS come reviewing and posting basic pages. I myself would recommend wordpress. Easy to use and easy to manage. No mambo jumbo inside. You just need the very basic and plain knowledge in using and managing it and you'll get hits from everywhere.

    of course blog and wordpress :)

    if u use a good theme.. it isnt looks like a basic blog.. it looks like the best cms :) and it is very well for SEO .. (permalinks / ReWrite :) )
