CMS without database with multiple photo upload

I am trying to find the perfect CMS for my needs.

The first thing is that i wold prefer a cms that does not need a database.

It must allow to upload multiple images and they appear in the text area inline so i can add text between them.

This one was generated with picasa and then uploaded to a website, I wold like to do it with just a CMS

I think you need to develop one that you want, otherwise you can go with the customization of the existing CMS.

 

Asking for one with out the other is kind of a hard thing to do because content management systems will need a place to store the information that you are creating, hence the need for some type of database.

I didn't check to deep into but this one (http://phpsqlitecms.net/) uses Sqlite, which is similar to MySQL but creates a file to use as a database, that way you won't need a MySQL database, you will still need PHP though.
