    Is there a site out there that is just as good as Aweber that doesn't require an "Opt In" email first before they start sending emails for you. Thanks.

    No serious company that I know of would allow that. The Opt-in confirmation is required by law in the US and many countries. Companies like Aweber are able to deliver emails effectively because the have a reputation of strong enforcement of good practices. If you are able to prove the legitimate origin of your list, they can provide you the service.
