    I'd make it using a series of elliptical masks with feathered edges - use 'add' for blending quality and the intersections will give you a greater luminance as here.

    The easiest way to create them IMO is to use the warp tool:
    Its under Edit>Transform>Warp in CS and higher. You just drag the warp points around like crazy until you get something you like. The best bit about it though is that YOU control the shape, not the designer of the brushes. At least thats how I do it.

    What i do is go into illustrator, create two paths with the colors you want, and then use the blending tool, it makes a digital smoke look, then copy and paste into photoshop as a smart object, then you should be good.
