Coupon manager for a loyalty program

I have an online business and would like to design the following loyalty program:
Every customer receives a loyalty card with a unique ID which the customer can submit when making a purchase at my website. For the first purchase the customer gets a 10% discount, for the fourth purchase gets a 15% discount, for the 10th purchase a 20% discount.
So I need a software/script that follows each customer and their orders and gives the respective discount.
I would also like to implement an affiliate program that will work basically as an extension to the loyalty program:
I will distribute loyalty cards to affiliates and they in turn will find potential customers. The customer makes an order and submits their unique ID from the loyalty card obtained by the affiliate. The catch is that each unique ID will be e.g. affiliate-personalized. For example, the first four digits of the ID will show which affiliate the loyalty card was distrubuted to. To be able to gain the trust of the affiliate, I will need a way of showing the orders of customers to the respective affilite. For example, the affiliate goes to my website, enters 1122 and sees all the orders that were made using this ID.
Does anyone know of a software/script that does that?
    Thank you.

If you look at prestashop, the newest version comes with a module installed so that you can set up customer loyality rewards and also create vouchers and promo codes. Not sure about the affiliate loyalities thing though. You may be able to set them up in the same way, would just have to figure out how to credit them instead of the actual customer.
