    Although I always design my sites from scratch, I keep a bookmark folder packed full of sites that have design elements I really like. I almost always use one of those sites as a starting point. I'll redesign it in PS and improve upon it along the way. By the time I'm done, the site looks nothing -or very little- like the site I started out with.

    I'm hell bent against copying sites, but I think using other layouts you appreciate as reference and inspiration is completely acceptable.

    If I can, I'll start a website with a custom template/theme. Worst case scenario I use a found theme only if I can't wait any longer to put out my website and while I finish the custom template.

    A couple from scratch. It was pretty time consuming though. The next was Joomla with a template. If I can manage it, the next will probably be a CMS with a template also. It just saves so... much.... time.... I'll be sorry though if the traffic ever skyrockets, or if I end up wanting to make some custom changes to it.

    Designing a complete layout from scratch is a lot more expensive for me than using a using a template(the time that I waste making it look similar in ie and ff could be used to make more content or to update another site...). Nowadays there are a lot of free xhtml tabless templates. Andreas Viklund has some high quality free templates. It is a worth bookmark

    I have done both. Depends on what I am doing. When I use a template though I use the layout and modify it to my needs.

    All my sites run off templates that I design from scratch. Using templates and CSS together is quite good as making changes are quite convenient but I don't use anyone else's templates. I design my own.
