    They do not ask for it for domain registrations, at least not from the USA. For those outside the USA, I am not sure. Treatment of customers from countries where spammers come from may be different as it is with some companies, especially with web hosting.

    Providers uses various anti-fraud measures for screening fraud. If your account/transaction is marked for any reason, they will ask for verification.
