    floating the google ads is reason for banning . i do not suggest to anybody

    Why would that be a reason for banning? You can have ads in a frame as well: creates the same visual effect, though targeting gets harder.

    It would be done by having the ad-code in a div and giving that a CSS style: position: fixed; For precise coding, including on how to get it to work in IE:

    [note that this is not called floating, but having the ads fixed. Floating works very different in CSS]
