    a frame with ads, that appear on every content page, but isn't a content page itself is against the TOS?

    and a frame with the principal menu of a site, can have ads?

    I don't think you will get any benifit for using frames, because there will be no content inside that iframe, oh if there are content then it is useful

    i think, Its not against TOS to use frames,

    It's not against TOS to have adsense in a frame. Google does advise against it though, because it will be harder for them to target the ads to the information the visitor is seeing. If you do put them on a frame, be sure to click that option when creating the adsense code (it's somewhere near the end of the process).
