    You have to be more descriptive in what you need for me to help you. Are you looking for a place that will just have information, or will it have people posting? Just you posting? How many approximate members are you expecting? Things like that are important if you want recommendations.

    I would knock the entire thing up with wordpress. Its the cheapest and fastest way to a sound solution without having to wrap your head ahead a bunch of technology.

    Will try to drop a few examples in a sec. The site in question appears to be down.

    Go for WordPress. It does not matter for which purpose you are trying to build the site. WordPress is quite easy to use and has a lot of flexibility and customization available.

    As others have rightly pointed out, WordPress would be the smarter option. Whilst Joomla and Drupal are fine contenders, WordPress has come a long way since it's launch.

    There's a ton of free and premium ready-made themes and plugins available to help you achieve your goal.

    Type "wordpress themes" into Google and you'll be greeted with a ton of results that should hopefully provide you with an insight into what WordPress is capable of.
