    No, firefox accounts for around 10% of internet users in the world last time I checked. So you still have 90% of the world.

    I think it is acceptable. Google said, "Excercise Caution". That means, you can do it but be careful not to force them to click on it. So basically if you give them a link on the page with the referral and to the homepage, it is fine, but if you just give them a Referral link and do not allow them to visit unless they get Firefox it is against TOS.
