May be a custom CMS code...doesn't appear to be wordpress, joomla, or Drupal.

Nope...you won't get your answer on this forum. You will have to ask the site owners directly as to who their web designers or engineers are for the code and maybe they can sale it to you. Or you may be able to find someone on DP to build you a site similar but not exactly like, for a price.

As I said earlier, it's a custom application. Only way anyone can possibly find out about the code used and CMS platformed they have built would be for them to hack into the site and gain access to their files.

LOL...I already told you that no one here would know. It's not in the source code. Your best bet is to get someone to build you a site similar. The site's not a popular enough site for there to be a clone script out there that we can easily find but there may be something similar if you can find another site that's like this one and type in "thatsite.com clone script" in google. It really isn't that hard to understand. I don't know why you keep asking when you already got a couple valid answers on here. You're just not getting the answer you want.
