    There are a number of CMS vendors who provide social networking services. Gartner tracks some of them in a report called "Social Software for External Sites". Of the "pure play" CMS vendors, Gartner identifies OpenText, Ektron, Day Software, and EPiServer as vendors who also provide strong social networking services.     Do you want the site more for CMS or SNS? If more at CMS side, you can use one of the most popular opensource CMS systems(Drupal, Joomal, WordPress) by adding a SNS-like plugin; If more for SNS, try Elgg.

    There a Chinese product called "Discuz! X", which has CMS portal, SNS, Forum, Groups and APIs combined together, this could be another option.
