    This can be done in photoshop but its pretty hectic.
    The above output could be a result of 50+ layers blended together to give this effect.

    The above can be achieved by using Pen tool and create a shape, fill it with gradient....and then create another layer and so on.....
    Play with blending modes on the layers you've created and then use smudge tool to give final touches.

    As per my knowledge, you can not create it in photoshop exact like it is now.

    Because i tried as well to create this in photoshop but didn't find any way, But i come to know that there is way to create this type of shape.

    Actually for that you would need a Essence Stick then burn them from the corner.. The put that stick before white background/wall/papper etc. and then take a Snap..

    Now you have these hairy shapes in photo play with them.. With the colors you want.

    this is time consuming effect, but there is tutorials how to do this, try google for photoshop vista wallpaper effect, or aurora effect.. that might help..
