I have basic skills in photoshop and other design programs. I want to know how to make frames around the site like on this site: http://www.netdreams.co.uk/

What kind of tools, plugins, brushes.. really, I need a guide on how to do this - anyone?

You have basic skills and you want to know how to do create some lovely graphics! as Clint Eastwood said "a man's gotta know his own limitations".

However, you need to break the borders down into seperate graphics. Create a gradient base, use some grunge and splash brushes on seperate layers with various opacities, create straight lines and mask off areas you don't require ie the chevron and mask again to create the distressed feel. Use some cropped type plus some flourishes via paths, brush pen and preferably with a digipen.

Very nice look to those backgrounds, good luck in trying to recreate.

I see a lot of talent hidden behind that website. Of course, tastes differ but I should say that is a lovely style.
And your instructions, Poxicator, are quite as complex as the design to be recreated, like it :)
