How do you get the best compression without losing quality in Photoshop

    Hello, I am using Photoshop CS2.

    I am getting kind of annoyed because I will take an image from one of my advertisers and it's only like 9KB. Then I'd edit it just to make it smaller or something really simple like that. Then I save it as a JPG with Quality 3 and now the size is something like 24KB. Shouldn't the size get smaller? Wtf am I doing wrong here? If I save it any lower than quality 3 it looks like crap and the size is still above 9KB.

    Is there some special way to compress JPGs with Photoshop or is my Photoshop broken or is my Photoshop working normally and I should start using something else for image compression. (I really don't want to use anything besides Photoshop btw...)

    All help is appreciated.

    save for web, 8-bit png if you want to keep the file size down.

    yea i was about to say, PNG is almost the best for all types of web images.

    PNG is good, unless your having some transparent parts in the image. In this case IE6 and below don't show the transparency (so I believe)
