    County Clerks Office, get a DBA and then go to the IRS site to get an EIN, take that paperwork in to the bank and open the account.

    You'll need to apply for a state sales tax permit as well. The sales tax permit is really the only thing that could actually be considered a business license in the US. Make sure you understand the sales tax laws in California. They're both one of the most complicated and the most strict states for collection requirements in the US.
