    The technical part is fairly easy. You can even outsource the coding, design, etc.
    Marketing and promotion is where you will have a very hard time. The competition is tough.

    zexy i think your making it easier than it is, mate, bally, those are MONSTER sites, owned by corporations/company's of massive size. ofc they weren't always like that, but without some serious people, and ALOT of investment and making it your full time job, its probably impossible to build something that scale, besides, this niche is so crowded at the moment, its dog eat dog, and sites like this pop up every day.

    There are thousands of bookmarking site online today all created using the following CMS.
    -Pligg
    -Scuttle
    -Scuttle Plus

    The only thing people use these sites is for bookmark spamming.

    In my opinion:

    It's not about how you make a social media website LIKE digg, facebook, twitter and so on.. but to make a social media network UNIQUE to what is already out there... because: most likely, many people wouldn't not leave these sites to join another one that's exactly the same (it's such a hassle.. and people have "settled" down in these sites already)

    If you'd like to make a duplicate: make it a smaller niche site.. maybe a social networking site that only pertains to golfing for example.. somewhere you can target a small specific audience (because there are people who are looking for such tight-knit communities)

    Digg is a no-follow now. Use Mixx and also blog-like bookmark sites like HUB and Squidoo. Also use Reddit, Folk'd and Propeller.

    People tried to duplicate Youtube, and still do today- but how successful will they ever be? Not very.
    Think of the next greatest thing, get capital investments/angel financing and let it fly.
