Use the eyedropper to select the colour, and then either draw your border using the pencil tool, or use Blending Options > Stroke.

If it's all layered you should use stroke

another way to do it is to create a new layer on top of everything... fill the entire layer with the color you want for the border... select all of the layer... modify your selection and contract it by however many pixels you want the border to be.. then once it is contracted just delete the rest of the layer and you will have a quick simple border

If you need that same border too, just right-click that layer, choose duplicate layer, in the drop down menu choose new file or file already exist, OK.

Use the eye dropper (which looks similar to an ink syringe tool) and grab the colour you need, remember if you are working with content for the web to have your publish settings as RBG not CMYK- this is used for print, and the colour will appear duller.
